The implication of what they’re saying is that the Chinese government’s actions generally represent the will of the Chinese people so you can’t just separate them like you can with America.

Total state control of the narrative is not conducive to free and fair elections, not to mention a police state. Calling the PRC a fair democracy is at best willfully ignoring the extreme state control over information, at worst denying a tyrannic despot twisting socialism into an autocratic, capitalist dictatorship while silencing opposition.
