My understanding is this just happened, and Israel has not had a chance to respond to it yet. Otherwise, this hardly matters. Actually, it matters a lot, as Israel was just about to invade Rafah. Egypt and Qatar would not put forward a deal that didn’t at least have a reasonable point of negotiation. So far this is the first I’ve heard about Hama’s making a serious ceasefire proposal.
