There is a restriction, as laid out in the article. FL electors can’t vote for a ticket with two Floridians. One of them would have to change residency.

No hate speech, slurs, celebrating death, advocating violence, or abusive language. This will result in a ban. Usernames containing racist, or inappropriate slurs will be banned without warning
