2/3 of congress would need to vote for it. I really do not see that many Republicans willing to go along with Democrats right now.
Actually, a discharge can move it out of rules. In any case, we’ll have to see what happens.
They should do that with th border deal as a whole. JFC this Congress is a joke. Do nothing republicans.
Border security can’t get through the Senate, so it really makes no sense to try the House.
