The bulk may not be, but they still account for about a fifth of all oil and gas emissions, that’s not nothing. I don’t know if this Canadian law specifically is targeting methane leaks, but given how much they contribute and how trivial they are to stop it makes sense to go after them. While the whole industry needs to be dismantled to get to net zero, cuting this part of it now may buy valuable time.
