Nope, that’s not the issue here. The FDP (libertarians) does this since the start of the coalition. After negotiations, there is a compromise found, all are happy, and just before closure, they withdraw their support, block the (basically finished) law and want to renegotiate. This circle starts ober again.

I know but the article says Germany was Stable, wich is true but tat stability came from stagnation.
